Template can be a project template for project Template can be a family template for creating new family. Libraries are where all the system families are stored in revit. Families in general can be 1. Loadable family ( newly created using family template) 2. System family (doors,walls, windows,column,beam etc available in libraries) 3. Inplace family (done as model in place)
