This is most likely because your local machine doesn't have a way of sending mail from it to send the notification. This usually means installing an SMTP server on your localhost.

Hi Sir, I am creating the same rule for testing but after enrolling a student in the course the student did not receive any notification in both my local and live, the rest of the email is for course completion which is as per the setting I am getting that so please guide me so that my rule can work.

Just confirming that you have subscribed to the rule and that the emails did not go to a spam folder?
