not its not completely biodegradable. Its a synthetic polymer. It make take a long while to break down.

How long does it take sodium polyacrylate to decompose? PA are reported to be biodegradable in the soil [8], and the main chain degrades in the soil at rates of 0.12-0.24% per six months....(google answer) So it may take a while
