Not sure if it helped but I heard 2 years ago that another reason why he was able to wear the mask again was because he played a different character in the WWF/WWE since in WCW he was Rey Mysterio JR and in WWE it was just Rey Mysterio.

That's because WWE has a thing about calling someone Jr. hell, they rename you at the drop of a hat, they don't wanna have them being celebrated because of their families name... Curtis Axel, Slam Master J, Chavo Guerrero (not Chavo Jr.), Bray Wyatt, Bo Dallas, are all good examples of WWE Superstars who have famous dads that worked for WWE

The reason Rey was allowed to wear the mask again is that originally he wrestled as Rey Mysterio Jr. His uncle was the original Rey Mysterio. Rey dropped the Jr. Technically he isn't using his original persona. He took over his uncle's persona.

But the commission is very well respected and if Rey ever wanted to go to a different promotion, say Lucha Underground, he would've needed their permission or get blacklisted from Lucha Libre promotions. Actually he didnt ask the commission. It was WWE who said, since they do not have history with his family and wrestling legacy, thay they would be pushing him as Rey Mysterio with a y, but out of respect he notified his uncle of the switch who gave him his blessing.

Not quite. The lucha libre commission’s ultimate verdict was that since this wasn’t a match that took place in Mexico, the rules of Lucha Libre don’t apply to the same degree. Furthermore, It’s also stated in those rules that a luchador can still wear a mask after, they simply can’t wrestle as the same persona as before, which Rey technically follows as before WWE he was actually billed Rey Misterio Jr, not Rey Mysterio.

It's not the way this guy just made it sound like though.. when he got hired by the WWE the first thing he was sent to do was go wrestle in mexico. Vince McMahon paid off the commission so he can reuse his mask whenever he was in South and Central America. He didn't need permission to wear in the United States or anywhere else in the world. Just saying he did not have to ask permission to wear his mask. He had asked permission to use the mask in certain countries
