Deposits are pretty standard procedure for selling cars on eBay, it's mostly so that buyers will commit to their purchase. Buying a car involves a lot of different steps, and if someone can just bid on a car without being on the hook for it, it'll waste the seller's time for a buyer to say he'll pay for it "whenever". A seller's hardly obligated to wait around for the buyer to get his act together without an incentive.
