Yes anyone could do this but its the concept behind all of the work that makes it art. If your thinking i could do that and be an artist then try writing a grant proposal and you will realise that its harder than you think to do what Richard Serra does.

I’d love to see what the time-weighted average of airborne lead was during those shifts

Im intrigued because how much effort this took... I have not seen much "Modern Art" but I do not see anything artistic about this particular piece. I mean the fact is anyone could splash the lead in the gutter of a wall then line up the solidified pieces parallel to each other. Is it considered art because the concept is so strange and the average person would not think to splash liquid lead into the gutter of a wall when creating a piece of art? What do people see in this piece?

It is about the act of a gesture, a gesture that stems from the artists life, just like looking at a painting and you admire all of the strokes that make up the whole thing. What is admirable in this is the gesture and the solidification of a gesture into an object!

Art has lost its way, .... after 1973.

When people look at modern art, many say to themselves "hey, I could do that." To which I say, "Of course you could, if you were a FREAKING IDIOT."
