In the UK, The Buggery Act of 1533 during the reign of Henry VIII and convictions were punishable by death. In the time frame of Downton Abbey, homosexuality would result in a ten year prison term. The writers could have expanded on the character of Thomas, but danced lightly around the issue because most of the other characters would have probably not been able to accept Thomas for who he was.
