That has to be Kenneth Williams voicing the...well, just fast forward to 1:32. Dang if I know why the Owens-Corning voice sounds so familiar, and that could well be Michael Hordern pitching TDK. Quality through and through. (UPDATE: Another commenter gets it right; John Bartholomew Tucker's voice blanketed Stateside TV commercials of the era, as did those of Mason Adams and Herschel Bernardi.)

It was actually John Bartholomew Tucker who narrated the Owens-Corning commercials, not Hal Smith.
