@@RichRodgersOnline A fellow ham said to use the split function instead of the repeater offset and that worked! But I don't think there's a way to do it using the offset. The firmware apparently limits the repeater offset to increments of 50kHz. Still learning my new-to-me TS2000.

Best way to program it is to sell it and let someone else do it. I have never hated a radio so bad as the Kenwood TS-2000 it is one large POS radio.I will take my ICOM 910H & 821H over the DEAF TS-2000 any day of the week for VHF/UHF operations.
