I feel like Rick should know since I'm pretty sure Evil Morty is Rick's original Morty. Morty despite appearances isn't stupid just lacking in confidence, he like his sister and mother have shown to very much be Rick's descendants. Even Jerry as pathetic as he can be has displayed homicidal tendencys and definite ability to embrace baser instincts. What I'm getting at is that Morty can be nearly as smart as Rick with the ability to fully embrace his inner evil to a point beyond Rick. Look at c137 Rick smart depressed and living in a constant state of depression. Wallowing in self pity when he could do whatever he wants. Evil Morty on the other hand has no compunction of morals, or self pity. He doesn't care, he wants power and probably a little revenge an doesnt care how he gets it. Evil Morty is pretty much a megalomaniac as well so the lacking confidence don't really apply to Evil Morty.

Evil Rick is technically not even a Rick. He was a robot superimposed to be an Evil Rick. All of Evil Rick’s intentions and acts, including submitting all of those Morty’s to gruesome torture, can be attributed to Evil Morty’s scheme. Furthermore, we’re not even sure what he wants to do. His actions kind of contradict one another. He may want order. He may want power. Revenge? Who knows. Good? Evil? And it was a close race too so getting shot definitely scored the votes necessary to win it for him by just enough... He kills the one he hired in the trench-coat and has his assassin killed as well. He knows the shot is coming so he prepares himself to get shot in a non-vital area. So much went into the plan.

The fact the writters made a character like Morty into such an effective villain says so much about how good this show is. Like how many villains have moments like this? How long do they stay as a threat before they are defeated? How often do they win? And more important how many are this memorable? I just stopped to compare Evil Morty with some of the major villains of history, and... Evil Morty isn't _that_ evil by comparison. His big agenda that he killed so many people in brutal ways to achieve? ...To escape from the universe and go somewhere else. His major defining traits are a callous disregard for everyone else's lives, and an agenda that's _really_ inconvenient for the main characters. At the same time, his _murderous_ tendencies aren't directed at the main characters so much as at another of the major antagonists, which adds an interesting twist and allows him to thoroughly win without ending the story.

To be fair, if the security guards didn't literally have control chips in their brains, evil morty wouldn't have had the power at all to act it out. Plus, Evil Morty got elected by campaigning as an idealistic nice guy. I think its perfectly reasonable that the ricks never saw this coming. Evil Morty is a match for any rick. That's kinda his gimmick. but as an added bonus, ricks would never expect a morty to be so capable. They wouldn't be suspicious of his niceguy act, or his confidence. I think, if ricks ever were aware that evil morty was a rick level threat, then it would be a much more even struggle. but since right now, they aren't aware, so evil morty is able to completely control any interaction he has with a ricks.

The inclusion of the “M” for morty obviously panders to the morty’s of the citadel because it means they will be included in the governance for once, they gain a voice. However the more subtle message is that the “M” is not only framed over the “R” but also above it vertically, indicating that the Mortys or rather Evil Morty is now above the Ricks.

If some characters are coming back that doesn't mean they now are part of the main cast, it means that writers had a good idea on how to use them in an episode.
