I feel like if certain characters were more fun to play and viable at the same time, there would be more character diversity. But I feel like there are specific attributes that make characters good and fun in this game that a lot of characters don't have.

It's because they only put time and effort into DLC movesets...additional revenue has made that possible. Other than that idk. I mean waste time and resources making diverse, VIABLE movesets for what? Smash bros has never and will not ever be a competitively viable game; its always been geared toward eliminating skill gaps and has done well despite the tournament scene ( takes out 90% of the game to make it "viable" tho)
