My guess is that Hideki Naganuma (soundtrack director/artist of JGR, JSRF, Sonic Rush, and MAYBE Sonic Rush Adventure) wanted to keep the charm and style of the JSR radio soundtracks for Sonic Rush. If you listen to some of the Sonic Rush songs (Metal Scratchin' and Wrapped in Black are good examples) many voiceclips and lyrics were also used in the JSR songs.

Went and looked it up. Turns out SRA's OST was directed by Tomoya Ohtani. It's interesting because he has almost and entirely different style.

The reason they sound so similar is because they're both by Hideki Naganuma. He tends to reuse lots from his old songs because his style allows him to get away with it pretty easily.

I may be wrong, but I think Naganuma actually didn't make the SRA soundtrack. It was the guy that made the Blaze remix in the first mix that made the soundtrack, he just matched Naganuma's style.
