Given the 100s millions of quid that social housing sucks out the micro economy and for very little gain, removal of the overheads of social housing is far, far better value than the cost to fund the corporate and employee structure social housing brings to communities.

Of course there is new demand and increasing demand on housing stocks: more and more people live alone needing their own residence. Also kids grow up and want their own properties, also each year 100s of thousands people arrive in the UK and want to start their own families therefore need own home!
