@@judithchavezdealfaro1536 Yes. Because the permissive phase and protected phase terminate with separate yellow arrows, it complies with the order of display per the MUTCD.

They must’ve not changed the red indicator as it is still an orb.

AKCman 35 -- a few of the other right-facing FYAs in the city have red orbs. Not sure why. As far as I know they're all new signals (not modified 4-section signals, although they certainly look like it).

Right on red arrow is allowed in WA, so there's no legal difference. I checked street view. It was a 4-section right turn filter, with a bi-modal bottom arrow and RYG orbs above that, but only for a few years: goo.gl/MJdnwH

Many(not most) turn arrows in the US still use red orbs instead of red arrows. It just depends on the traffic light codes for the area. near my house we have 2 intersections that use red orbs instead of red arrows. I used to live about 20 minutes away from this intersection (Renton, WA) and I remembered 3 intersections that had red orbs for left turns.
