Its very possible that the festival is like a tester of some sorts. They put these skills in and if people like them enough or they do well then they'll add it later outside of the festival.

It would be awesome if depending on which universe you chose to support you also gained a few new moves for cac based on universe character who aren't in the game. Kinda suprised that Beerus and Champa didn't recieve any new moves or revamps, it would have been great to revamp champas abilities and especially ultimate since he isn't picked nearly at all as a roster char.

For CACs no. They are part of new presets for the characters that you get by maxing out that characters camaraderie which you do by talking to them in the Festival of Universes lobby and bringing them on PQs with you.
