Considering that from what Rimuru has seen so far, not many people have thought about air travel. Thus, they haven't thought to build an airport, and they likely thought that the elves would arrive in horse and carriage, like the Dwarf king did, so likely in future they'll setup a proper location for large tamed creatures and build a airport to take off and land safely!!

But Rimuru actually plans things even tho they don't follow it much. And the politics and world building is also exciting to watch. Sometime I feel more excited to watch some verbal exchanges instead of blows. But everyone has their own opinions.
