Sensational synergy for Mangog? 10% extra attack for each stagger ain't too bad since Mangog can easily stack over 10, along with his fury practically giving +100% increased attack. Of course without throwing heavies.

Tigra doesn't directly benefit from it - don't see any reason for Rintrah to benefit directly either. Neutralize just prevents buffs where it works, so there are no buffs to expire or be nullified.

MD doesn't proc from a neutralized buff. Neutralize prevents a buff from procing Stagger nullifies a buff after it procs.
