Simple: They Didn't. Four Members of ADVENT are Over 2000 Years Old in Lore, so they'd have been Caught by a Different Iteration of Justice, if not by the Gods themselves... only Shiori is in Question, and she likely has an Extended Lifespan thanks to the Magic she learned - while only Cecilia can match their Lifespans, and Elizabeth only has a Chance to match Shiori's if she were granted Extended Life by the Gods as Reward for her Services... We know Cecilia was part of Previous Teams in Justice's Organization, but she only served a Servantile Role in those groups, not taking part in the Capturing of Criminals. Elizabeth chose her for her Experience with the previous Teams, but didn't realise the change in her Demeanour over the Years while she was without a Team to serve...
