Well I’d assume those lights are correlated to living children of the current generation. While it’s not exactly clear whether Jack actually died before he became Jack Frost or was only just about to drown, if he DID actually die he’s not a living child anymore and probably wouldn’t have a light associated with him.

Considering Jack was 17/18 when he was reborn into Jack Frost, I don’t think he would’ve had an active light since he was on the cusp of adulthood. Also taking into account that he was from the colonial times, so he wouldn’t have been seen as a child in society.
