This would've explained things a lot better actually - I never understood why Sandman's reappearance magically caused everyone to get their powers back until now...

Actually, the movie did an okay job of it, I thought. Sandman's return brought back enough belief for the small fairies to regain their energy, so they were able to get down to the teeth and reactivate the children's memories, which brought back a lot more belief that gave everyone their powers back.

I thought it was because when he came back the children got their good dreams back, and started believing in good things again.

im pretty sure sandy is the backbone when it comes to the children’s beliefs, especially since the evil force in the movie (pitch) directly opposes sandy (dreams vs nightmares) so when he died, it had a very huge impact on the children’s beliefs. I’d assume the opposite happened when sandy came back.

If i remember correctly, they used this storyboard + little explanation on Sandy later on the movie. The way I see, they probably changed it to later on the movie bc of the scene mood.
