No. u can get it before as well. The main thing is u need to complete missions with all 32 available allies. Usually we dont keep track of whom we have played. In that case easiest is to defeat final boss over and over again.. that is easier and quicker but u can do it in anyother mission u want as well :)

Bro I have been playing and completing missions for hours and hours 143 hour gameplay probably half is this I unlocked every trophy found gonzo still no trophy

No matter what I do, manabe doesn't appear. I replayed the mission and changed the story. I loaded an older save and played the mission again but nothing helps

Spare Lord Ii and head to Edo chapter 3, finish The Watchman bond mission to appear Manabe as your companion.

Probably the blue demon. If you killed Mr Ii you won’t get it as an ally
