It's a strange thing about the process of writing a series is that plot lines can actually come from dealing with real world circumstances. Frances De La Tour was unavailable for part of the filming schedule of the second series, and this episode is constructed as a way for her replacement character to be introduced and explain her departure. Don't worry though she returned for series 3. It's a strength of the set up that as a lodging house bringing in new characters is easy. If you recall there is a third room for rent, the one Philip had initially. From this point on it becomes quite important as a way of introducing guest characters.

How did Philip know about the stars are like eyes etc when giving Rigsby tips of what to say to Miss Jones. He wasn’t the one spying at the start of the programme. And he wasn’t told about it by Alan.
