This character isn't tournament viable sadly (you can stall infinitely), so i'm not sure how useful that info is anyway, but I hope you enjoy seeing the wacky moveset regardless!

I suck at dogchipping, so I contacted Mr. Bernard Morrison to trick him into believing I wanted to chip off my dog and gave him the wrong address, now my annoying neighbour's dog is gone and I got to hear his lewd nursery rhymes! it was so great and it saved me $1900 dollars I was going to invest on a bounty hunter to kill the dog. will recommend 💯% of the times you ask. 😄😃😊😊😊

I really like this version since it kinda mixes both Annoying Dog as a character and as Toby himself using other characters attacks. It fits them well and they probably could plausibly do these attacks and movements tbh for their wildness Edit: while watching the video, hope that explosions whilst using the toy car is changed to what Toby uses in the games

IIRC, there's actually a second Annoying Dog on the workshop. I think it's actually the older of the two, and it certainly has a much tamer moveset compared to this interpretation.

I love that Toby is using both attacks referencing the various dogs of the games(Endogeny is obvious, the axe attack is the Dogi, the attacks with the neck extending reference lesser dog, the summoned dog is greater dog without armour, etc) and attacks that reference various other characters and which use objects that were likely stolen, like the bone used to portray Papyrus' special attack, gaster blasters, alphys' bombs, etc. Shame that the toy car doesn't use that one explosion effect Toby overuses in deltarune, though.

Where's Berdly Berdly's Aerial Down will be him freezing like in Snowgrave, and falls down while dealing 20% and might be used to spike other players Berdly's Neutral Special changes his axe to a spear and vice versa The axe would be a heavy damage and a knockbacker (18%) but short range, and the spear would be the opposite Berdly's Up Special would be 3 test papers flying upwards, each of them dealing 7%, homing at the opponent Berdly's Down Special might be just him eating his "Gamer's Delight" and heals himself (15%)

I’ve noticed that think of more normal attacks is hard since Berdly LITERALLY NEVER USES THE HALBERD ITSELF as a melee weapon like it’s supposed to be when you fight him. Side Special either: Fires a bunch of the red curvy wave line projectiles like a machine gun or sends out tornadoes. The tornades might me the most versatile weapon in his moveset since it is his most varied attack in the game.

all references i could find because i was bored: Jab is one of greater dog's attacks Side tilt and Up tilt reference lesser dog stretching its neck Down tilt is the dog amalgamate retreating its paws and flying (?) Dash attack uses the jetpack from undertale (thanks to @Zetta for pointing this out) Side strong is summoning armorless greater dog Up strong references one of temmie's attacks Down strong uses dogami and dogaresa's axes Neutral air is the dog amalgamate turning into a ball when you encounter it Forward air is papyrus's bone Back air is asgore's trident (?) Up air is mettaton's bomb Down air is sans's gaster blaster Neutral special is the proyectiles the dog amalgamate throws Side special is the car they drived in deltarune 2 Up special is turning into k round from deltarune 1 Down special is the legendary artifact from that secret room in undertale Taunt 1 is sleeping, which he does in the greater dog fight Taunt 2 is mettaton's oh yes

I think the meter related the side strong attack might be similar to either the TP meter in Deltarune (though it’s sideways; the mechanic based on it has similar effects to spells and ACT commands using TP) or simply the health bars from both games (mainly Undertale). The text box related to the down air is an obvious text box from Undertale, though miniature. The quote “NANI” is Japanese for “What” and it’s meaning in this context is likely attributed to JoJo’s Bizarre Adventure. (At least, I think so.) The victory music is, of course, Dogsong.

Stalling rules can be difficult to enforce, especially in an online setting, since it's totally possible to abuse that sort of thing while making some sort of argument that it's a legitimate tactic (see the planking controversy that Melee had, for instance.) As such, given how many characters WS rosters tend to have, banning the character ends up being safer than risking a patchwork of potentially unenforcable rules. It also seems that this Annoying Dog is just generally really strong anyway from what I can find.

@@sheargrub that is true and he is also very strong but for example melee planking you can only do it 60 times or less in most rulesets and depending on your match so for example the annoying dog player stall for 120 secounds or less can make him lose the match instantly like how the planking rule works but only for him but making a specific rule for a character that looks strong and is strong sounds much more easier to just ban the character

@@hollowknightenjoyer2320 It's true that Melee was able to add a ledge grab rule. However, there's a key difference in that the ledge grab rule handles a universal issue in a game that doesn't recieve patches (and even that took quite a bit of community debate to be agreed on). Even for character-specific exploits like Peach Side-B stalling, Melee's static state means that these can be safely dealt with without too much rules creep. That's far less feasible in ever-expanding workshop rosters with potentially over one hundred characters, especially when many of those characters are actively being patched by devs who want their characters to be competitively viable for one or more brackets. (There's also the issue of enforcability, since having to pass replay files around and verify things would potentially be a major time sink.)

For a theoretical Noelle moveset I think she would have a bar that charges a bit everytime you use a ice based attack and when it's full you can use the down special to unleash a very power attack "Snowgrave" on your opponent. Aka, anyone want any frozen chicken nuggets?
