The problem with this version is that it's too polished. The 90s one had less draw distance, narrower roads, more traffic and a limited field of vision, all adding to the chaos of racing. Here, you can pretty much see what's coming up and what the other opponents are up to. There's no uncertainty which made the original one fun.
