When I try to do it, I find it's easier if I breathe out first and then don't move my lungs while speaking. It's like it's your last breath, with the back of your throat doing all the work on very limited oxygen while your chest is held still. I think the lack of breathing is why it's so quiet. I say things like "You gotta get me outta here. There's no air in this box".

Start by trying to do a strained old man voice, like the old guy from Bladur's Gate, and make it quieter. The trick is to stretch the back of your throat.

He said in an interview that it's done by squeezing the back of your throat and forming the words with the soft tissue in your throat. You can always tell when he's going to do the voice because he clears his throat beforehand! But he said that it probably not good for your voice but it's a funny talent that people love! I'd love to be able to do it!
