Minority owners have a lot of sway, believe it or not. Especially a franchise like the Raiders, who's owner is not heavily leveraged by an outside company. Mark Davis' only major source of income is his team and a trust fund. Minority owners provide much needed cash to a franchise. They get a small percentage in exchange for cash or cash equivalents.
