Only open carry I know of in Toronto / Canada is for security officials at specific facilities (Federal buildings etc) cops, soldiers and money couriers (brinks etc) beyond that for an open carry to be issued the circumstances would have to be extenuating but even so I haven’t heard of bodyguards being permitted to have an open carry.
