He's easily in the top bracket on ability alone, but because Barca as a collective have failed to reach European glory the last few years he gets the brunt of the blame. I’m not a barca fan. In fact I hate them 😭but I was saying last season they wouldn’t have won that league title without Ter Stegen cuz most of their games they won were 1-0 they couldn’t score goals and had to rely on him and the defence to prevent opposition from scoring and he turned up. It was just more quieter since hazard at that time was still great on the ball and influencing games, people expected him to be doing greater things at Madrid but as we know injuries killed him. In that time of injuries, Salah has cemented himself further in the pl with his goals scoring stats and second PFA player of the year. Not to mention Salah consistently being in the top 10 ballondor list since 2018. I think everyone rightly believe that Hazard was the best technical player out of all the comparisons, but injuries shortened his career causing him to lose the potential legacy he should have left behind. Still a world class player, but his prime lasted too short.

Robben vs Hazard is a sticky one. Hazard was the best player in the premier league for most of his time there, over 4-5 years of elite level football. Robben has reacher higher heights of course, look at his Bayern team vs ANY of Hazard's Chelsea teams. He had a few incredible tournaments internationally, Hazard only really had one. Hazard having the most man of the matches in PL history speaks volumes here though, he's above names like Harry Kane (who consistently carried a below par Tottenham team for YEARS), Wayne Rooney and KDB. Consistent world class football, Robben's injuries hold him back in this debate too I think, consistently is impossible from the sideline. Stats wise, Hazard is also clear. He offers more on the pitch vs Robben's pure pace, cut inside with and finish - which did always work though, Antony is screaming into his pillow every night. Hazard offered more on his own and with others, assists speaks volumes too. If you look at Hazard vs Bale and Robben vs Bale, I think Hazard has more of a debate there too which I think decides Hazard here.
