Andrew has that rank for life and is entitled to wear the robes when the occasion demands. There are only a fixed number of around 24 Garter Knights appointed, and a replacement only happens when one dies. Harry did not have any such high rank. His positions were only honourable military rank, given after resigning from active military duty. He could not keep any of those honorary military ranks after stepping down from senior royal duties. The uniform goes with the job and title, and it's forbidden by our law to wear military uniform when not currently serving or having an honourable rank. King Charles had to give him a special one-off permissions to wear it to guard the Queen's casket. He lost the ER insignia off his uniform too, as that was a rank only those working as an Aide de Camp, a senior assistant to the Monarch, and having the ability and rank to stand in for them during absence.
