Love how toy freddy canonically isn't even a threat. SPOILERS BELOW! The reason he doesn't attack you is because he is under the protection of HORIZON, the benevolent counterpart of TWILIGHT, the demon/monster that gained physical form after driving the guy who killed the kids insane and made him kill the kids. When the 2nd location was built, TWILIGHT took control of all the animatronics, as they had sensors that could detect his presence and with their advanced tech, he didn't want them to go to waste. However, HORIZON, who awakened after the events of the first game, was able to protect freddy, who is sort of sentient now and wants to help his friends and protect the employees from the others. It's why he gives you the mask and talks to you after the events of nights one and two. SUPER SPOILER FOR BADGE/SECRET HUNTERS BELOW: Fun Fact!: You can find HORIZON by waiting a while without starting the night. Also the toy animatronics are called the "Avengers" line of animatronics, according to the creators official strawpage
