This was always one of my favorite scenes. You go through a good portion of the film thinking that Clarence and his cronies are the only big syndicate in the city, but then it's revealed that they truly aren't. They were outnumbered greatly here.

That face is just a skin covered animatronic facade to make witnesses feel safe talking to him and so his biological brain doesn't go comatose through having nothing human left to reference. It's all metallic under there, even the mouth is just decoration for a small feeding hatch, he can't even bleed. Or it's because a mouth guard would make him look less like Judge Dredd.
