Service Provider - Intra AS L2VPN 013 - VPLS E-TREE Hub and Spoke

so baiscaly what heppen here is the CE device that connected to leaf when they try to reach the other CE device connected to another leaf the ARP will go to roots devices but Roots will not send it back to another leaf because of split horizion and because of that the CE device unable to reach eachother

Hi, if our service provider provide E-Tree, how to make communication between each leafs? thank you in advance
