The reason Shikamaru was promoted was because of why he quit the fight. He realized his own limits and pulled back instead of allowing his ego to rule his actions. This means he can objectively determine if and when to abandon a mission.

Also id like to point that original plan of writer was that shikamaru wins whole tournament but then somebody suggested to add a villain. So part of arc got changed. But next probably was already in progress and in next arc it was already decided that shikamaru got promoted, so they just gave it to him and explained it like "shikamaru smartest and got all skills to be a captain"

FYI : in the manga sasuke is in thr hospital because of the Itachi fight. So he thinking a lot about him makes more sense

WATCH EP 101!!!! Yes, it is a filler. But it is one of the best fillers in the series. There's also a part 2 of it later in Shippuden (Ep 469)

You probably missed it but kakashi ang guy choosing their competitions other after other. So point of guy walk on hands and wininng next bet was about that next time he could choose hand walking and beat kakashi
