canon is just a way to describe parts of the franchise which have an official or authoritative status, for example usually to differenciate content written directly by the original creator from content written by 3rd party like a writer from the animation studio or a manga author drawing a spin off manga. Like you said, what's considered filler and what not is often up for debate. For example some people don't consider Boruto to be canon, even though the movie was written by the original author and the Boruto manga, even though drawn by someone else, being first supervised and later directly written by the original author. Meanwhile some "filler" like the Kakashi Anbu arc, Itachi's story or the war episodes where they seal the 7 swordsman fit right into the series and many people consider them as part of the same story and universe, even though they aren't really "canon". In the end I would say it's best not to debate about this too much and just decide for yourself what you consider part of the story: Make your own canon!
