It’s not a burnout rockets launch in stages because the different propellants mix at different timed intervals this was a 3 stage rocket once the propellant chemicals mix in the first and second stages the third activates a thrust stage and as soon as this occurs it commences immediate liftoff with this type rocket there is no electric ignition source it is all done in the firing sequence.

It's more than likely a solid rocket and that core should be poured from a semi-liquid state so not likely to detonate, however, there is a slight chance of a fault in the fuel grain and that could be bad, the intermittent ignition could be from bad distribution/settling after pouring.
