I could be wrong, so apologies if I am, but I'm not too sure you understand what an All-In-One PC is. The cyberpower ones look like full desktop PCs (and good ones from what I've seen, and have ones in your price range). An AIO is where everything (including the monitor) all come together in one unit.

Have you considered something like an ROG Ally? The best buy open box sales are usually well priced, and the warranty is for sure a peace of mind
