The market in voluntary carbon credits has severe problems of credibility; there is little confidence that the credits that are sold represent the reductions in emissions that they claim - and this uncertainty is reflected in the market's inability to determine a single market-clearing price, and in the recent collapse of prices. As a result, in its current form, this market is unlikely to support progress towards Paris Agreement targets.
This keynote offered solutions, based on recent economic research, both to the problem of integrity of the credits themselves, and to the problem of creating a more functional structure for this market. This should include standardised, high-quality measurement procedures, and incentives for accurate reporting.
