It's a fly away handbrake. The idea is you put the handbrake on and then push the handle back down so it doesn't get in the way getting in and out of the drivers seat. They are mainly used where the handbrake handle would extend over the height of the drivers seat when engaged but that's not the case here so I don't see why they've fitted it. Curious.

I would think that they buy all the chassis cabs with that handbrake design as some models have swivel seats where it is needed.
