For me, Antoninus Pius is the most forgettable popular Emperor. He was definitely a great Caesar, but he didn't do during his reign anything memorable (like Trajan, Hadrian and Marcus Aurelius did). His whole reign was just rising to the throne, making a decent administration...and f*cking dying. Heck, at least Commodus tried to be memorable, something he achieved in a certain way. For Me in the Emperors List that would be decent additions to be forgettable are: For the East: Positive: Tiberios III, It is a what could have been. His start wasn't bad, and he could have been an interesting ruler, but Justinian II really wanted to be back, and in the end he had no chance. Negative: John VI, pretty much the final nail in the coffin of the ERE through some of his actions like the civil war with John V when it was really dangerous. Also allowed the Ottomans to land in Europe. Neutral: Theodora, no not the one you think. But the forgettable sister of Zoe. Got onto the throne as an already old woman and died more than a year later. For the Roman Empire + West your list seems to be decent. Maybe Olybrius. But that is a really obscure one.

I love Leo IV the Khazar! After losing half the empire to the caliphates and Bulgars, an emperor should be spending every waking moment on the battle field to reconquer lost territories and restore the honor of Rome. This was a time for the people of Byzantium to come together to fight the Arabs, Bulgars, and Lombards. The issue of iconoclasm tore apart the empire and was needlessly divisive. Leo III and Constantine V were smart guys but wasted the empires resources on iconoclasm. Iconoclasm alienated the Italians and cause Ravenna to fall and most of byzantine Italy would be lost forever except for a few holdouts in the far south. Constantine V suffered chronic manpower shortages. For example he was most of the territories he took from the arabs were lost because he didn't have enough soldiers to garrison the new territories. He also scored a great victory against the bulgars but didn't have enough soldiers to follow up. Constantine V wouldn't have had his manpower shortages if he hadn't wasted his soldiers enforcing iconoclasm! Just Saying. Leo III and Constantine V were wasted potential, they were smart but were held back by their own regressive iconoclastic policies and would have been a lot better had it not been for their iconoclasm! Leo IV, while personally opposed to icon veneration, was very lukewarm about his iconoclasm and iconoclasm wasn't necessarily a hill he was willing to die on. He actually legalized icons and had both iconophiles and iconoclasts in his government. By being anti-icon himself he appealed to the iconoclasts but by legalizing icons he appealed to the iconodules. Leo IV managed to bring both sides together and to get them to agree to disagree and stand to together in solidarity and finally fight the Arabs and Bulgars. Leo the Khazar expanded the borders of the empire and unified squabbling factions. It's such a shame he died after only five years. Had he lived longer he could have be one of the greatest byzantine emperors ever!

For me, its easier naming the Medieval Emperors than the Ancient Emperors. Generally the hardest to name frrom experience are the emperors from the late 230s to the early 250s. There are memorable ones from the period like Decius, Philip the Arab, and Maximinus Thrax, but there are extremely obscure ones too like Gallus, Hostilian, and Volusianus. Pupienus and Balbinus I would rate of as obscure too in the chaos that was the year of the six emperors.
