Had this same issue the other day. I have a 12×12 metal box surface mounted to stucco. I made a raceway with a 2" nipple that acts a transition point from drywall to the back of the pullbox keeping the romex dry. Inspector said I need to make my splicing inside the drywall?

What’s the Romex feeding ? If it’s installed in a rigid conduit how’s moisture going to affect it ? I’m more concerned with the ground conductor not being insulated ? Thanks.

I came across unglued burried 1/2 PVC in a pool area for a surrounding fence with 12 3 pushed through it. The guy said the contractor had been working on it quite a long time. Yes it was stuffed in there. Lol

I believe also 312.5 (C) makes it non compliant. The cable is not secured to the cabinet, unless the breaker connection counts

yes if the raceway is not in a wet location, but no if the raceway is in a wet location. See the definition of 'wet location' in Article 100.

They should use Thhn insulation for the conductors in romex .

300.9 states that the insides of a raceway located outdoors is a wet location. I'm not sure what your comment has to do with this post. Sorry you are confused. Try watching the video again and read NEC 300.9. Note: After the video was posted, it was brought to my attention that the cable is actually UF which is listed to be suitable in a wet location [340.10(3)], so, this installation is correct.

UF jacket encapsulates each conductor individually. Its either 14/2 NM, older white jacketed 12/2, or standard 12/2 NM faded from sun exposure.

UF is the correct cable to use for underground and wet locations, so you're good to go. The paper jacketed NM cable is what is not listed for that wet location or direct burial type of use.

There are many rules in the NEC and practical applications where NM cable needs to be in a raceway (physical protection).
