Hopefully, this video will help you to fly your drone legally in Portugal. The process for authorization is pretty straight forward. It is just one of those necessary evils I guess.

For the photo/video part there appears to be an improved process, that will officially replace the old process as of Februari 1, 2019. From what I can tell the implementation is good, with an e-form and clear documentation in both Portuguese and English. www.aan.pt/subPagina-AAN-001.005.005-unmanned-aircraft-drones

First, thank you for you visit. :) Your explanation was really good, it is the first time that I heard an entity asking money in order to provide an approval to fly with a drone. I would say that is really sad. I think and I hope in a near future the process can be more interactive, like using an app to do all the process in a simple and fastest way. Thank a lot for sharing the process.

Good day Ronnie. I found you’re vídeo nothing short of informative and extremely helpful for those venturing into this for the first time. We are traveling for 2 weeks starting in Lisbon and hopefully making our way to Porto then make our way down the east side thru Guarda, until we reach Faro and Lagos. Also Madeira Island. Simply wondering if there’s a single website where all the “local port captaincy” are listed for Portugal since they all work independently from one another. I tried searching but didn’t find anything so far. If you have the links for all the places you had to get forms with that would be great also. Thank you so much for all the help.

Michael Vargas hey! So sorry. I just saw your message. You can go to the Autoridade Maritima Nacional website www.amn.pt/ and use the menú to browse thru all of the different captaincies. Each one you click in will show you a map of the areas it has control over. From here you should be able to determine which ones cover areas where you will be. Nice! Dude, Lisbon is such a cool city. A couple of people below in the comments mentioned that there may be an easier and updated method for getting authorization, so make sure to look into that. Good luck over there!

Really fantastic vid and great advice to what could be very complicated otherwise! Thanks Ronnie. Two questions, is the approval time limited in any way (or is it just silent as to how long you will have that approval to fly for). Going to Portugal in a months’ time and thinking of adding a number of places on the form but possibly shoot some of them later the year when I’m back. And in terms of your address details (do you have to provide address details of where you will be staying or will home address suffice (latter London for me)? Cheers

I used a home address. And te permit is limited to the time you indicate on your application.

Hey Ronnie this is very informative , Thank you. I have a question for you on your hand held video, i am assuming you are using your phone , are you using a stabilizer and if so, what are you using?

Hi Duarte! Thanks for watching and for the question. I actually use a Panasonic G85. The G85 has internal stabilization. I believe it is a 5 axis internal stabilizer. Pretty awesome! It is actually the top reason I bought it. It had the parts of the GH5 I wanted at a cheaper price. Thanks again for watching!

Bom dia estava a tentar registar os drones na plataforma E-AAN mas não me deixa concluir o registo pois pede o número de registo do drone atribuído pela ANAC de acordo com o DL 58/2018. É só por um número qualquer dado que o registo ainda não foi implementado?

Hey mate thanks for the info! I just got to Porto and keen to use my spark I wont be flying over any beaches or in the city at all we have a car and will be driving in land and doing some walks etc just exploring in land. Will I be ok to use my drone? I don't have time for a license only her for a few days? Obviously I will stick to all the rules, doubt people will be around us. What do you think I do? TIA :)

Hey Jack. I don't feel good telling you that you'll be ok without the permit, but multiple people in the comments have said that they do it without the permit. I would however highly suggest that you download the Voa Na Boa app and make sure that you are following all of the rules including staying outside airport areas. Be smart. Not following the rules are what messes it up for everyone else who does follow the rules (even if we think that the rules are dumb). Good luck in Porto. We didn't get up there. Hopefully someday we will make it back!

Nice video! Good information. In the Dji go app / no fly zones you see the green warning zones in Portugal. Is it prohibited to fly there? Or can i fill in the request form and maybe i get permission? FYI... i will fly in june this year in the erea of Ericeira.

Hey Tim! Thanks for watching and subbing! So in this video I got permission to fly in the green warning zones. It is not 100% prohibited to fly there, you just need permission first. In order to fly your drone and recorder images/video ANYWHERE in Portugal, you need to get permission from the AAN. Then, if you wish to fly in a green warning zone, you need to contact whoever is the authority over that airspace. For me in Portimao, I had to contact the Portimao airport control tower every time I flew in the green warning space. Also, if you are ever flying at the beach or over the water, you are supposed to have permission from the local port authority. This is the dumbest part of the process. Bunch of bureaucratic red tape. And this is what cost me the most money. I don't know what would happen if you skipped this part of the process and got caught. But for me, being a foreigner, I figured that I was better off safe than sorry. Let me know if you have any other questions. The Voa Na Boa app is very helpful when flying in Portugal.

Is this still the case? Do you still need to apply for permission? Apparently they've changed everything recently and there's a new online portal. However I can't figure out how to get a drone registration number from ANAC.

im portugues my self and was thinking of buying a drone mavic pro and fly it in my city up north of portugal but has you said this is correct you need to ask permission from the marine police they are the ones in charge of the sea and the beaches and to take pics and film you need to do this forms for the airforce this is correct its such headheach and bullshit its not even worth all the troubles stuff that i would not even fly it thailand is much worse .

Great question pedro. When I filled out the form a year ago I had to specify which dates I would be flying. BUT, it was very open ended. I was able to get permission for an entire month. I don't think they allow for a non-expiring permission, but they will allow for an extended one.

Thanks Ronnie. So, you would have a montthly rent if you wanted to fly everyday? I don't want to fly on the beach for now but I sure want to fly everyday. I'm more into mini quads and Freestyle. For now, just simulator and a 20g whoop. Still, we need a camera for FPV. I'm in doubt about if this is legal even in free flght zones. Would I have tp get permission for 12 days ahead and then for the 13th, and the 14th and so on,, for the rest of my life? I guess I should ask the authoritys directly but, I've read everytthing about this and I'm still in doubt. Thank you, cheers.

Rein Martens those are restricted areas near airport, heliports or anything comparable, where the maximum height is limited (30m/70m I guess, or at the height of the highest building or rock in a distance of 50m). Just in case you haven’t found out in the last year.

hey bud, heading to lisbon, porto and algrave (around lagos) soon. from the looks at it some areas are lisbon are doable, as well as porto (Sintra, seems to be off limits). what is the rule with the beaches? if you take off from the beach, or if you fly above?

Hey Chiney! When I was in Portugal this past fall the rules were as follows: If you take off from a beach or fly over a beach or ocean, then you must have permission from the local port captaincy. This is the most annoying and bureaucratic part of the process. I had to contact the captaincy, they requested some money sent to a certain bank account, and then they emailed me the documents saying I was good to go. The problem is that you have to get permission from each different port captain, depending on where you are. For example, the port captain in Lagos is different than the one in lisbon or porto., We were never confronted about flying our drone around the beaches, but I figured I was better safe than sorry. Drone laws are young and ever changing, so check and see if the drone code in Portugal has changed in recent months, but I would bet that the "Voa Na Boa" app is your most valuable resource and will be updated. Good luck on your trip! I'm sure you will love it. Portugal is a great place!

I used google maps to find an approximate gps location. If I was on the same beach as my approximated GPS location, I felt fine about it. Sounds like you are going through all of the right channels. Have fun!

Bad news! I applied for authorization doing the same of you video for a DJI Spark (all stuff for personal use, not distribution) and AAN told me that I must to use the "unmanned aircraft (drones)" form (right at 6:22). This one its more detailed and ask you for information about the drone (engines, sn, specifications, etc) I sent them three days ago and I'm still waiting for it, because it take more time to manage it.

Thanks for the update ACE. I guess this is the biggest problem with Portugal's system RN, CONSISTENCY. I think they have some good stuff going for them, but if they can't make the process the same for everyone, then why have a process at all? I'm sorry to hear about that. PS. permision from local port/authorities that you had to pay them - it was all about beaches, or even in countryside if you would like to fly you will need to pay? thanks in advance

@@1189346 I wish I could help you out more, but I have never been to Madeira. Although, I hear it is beautiful! For the gps positions, I just made a list using Google Maps of locations that I wanted to film and then I wrote down the coordinates for each of those locations and stated that I would be staying within 400 meters of that location (or something along those lines). They payment is only for flying over beaches.

Hey Ronnie. Thanks for posting this. I have a question though. I'm a qualified commercial drone pilot. I have some aerial footage to get of a golf course in Portugal next month (January 2019) I assume the rules are the same, as I'll be flying on private property with the owners permission?

Geoff Tudno In portimao I was able to call the airport and let them know where I was going to be flying and how high. They gave me the authority to fly for a short amount of time up to the normal approved height. You may want to contact the airport.

Dude come to Dubai and check out the procedure. Avg cost for flying commercial drone in UAE or Dubai is approx 2000 USD as fee only :) Thank you so much for sharing information. what is update in 2023 ?

That is what I figured that there is some kind of change happening. I have not been successful in finding any new links or rules, etc. I will keep looking and hopefully find something. I just want to make sure I am ok before I leave as I am flying in from Asia. Cheers.

I just bought a drone today because in 3 weeks I’ll be in Portugal and I do plan on bringing my drone, I am completely STUCK on trying to make sure ahead of time that I can fly in Portugal, it’s a hassle for sure but I need to do this because I want to fly at the beach With your drone did it exceed 250grams? My drone the DJI Mavic Mini is at 249grams it’s fully registered here in the United States and I have the necessary documents, does that help my chances of getting approval in Portugal? Any help would be GREATLY APPRECIATED! I am pumped for my Portugal trip, the drone purchase was basically last minute 🥴

About 35 Euros to the port captain. There are locations throughout the country that you don't need airport authorization, but anywhere along the coasts (either over water or over sand) that you will need Port Captain authorization. I highly suggest using the Voa Na Boa app to help you see where you can fly and if you need Government authorization for that area.

I only requested for a couple of weeks. I know the process has changed since I originally made this video. I would be sure to check the voanaboa website for the most up to date info.

Ronie, you have the same problem that all the portuguese have. Flying on a beach is a pain in the ass. Also it change from "capitania" to "Capitania" and even us dont know why. But, and this is a big but... we can fly almost everywere!!!!! As long as we have the AAN permition, (and after the first one is super easy to do) we can fly almost all coutry till 120m high (see app "voa na boa", it soon be in english) . The only problem that we have to ask for permission with the AAN, is because the other option will be we have places that we could fly. And as you know, Portugal is small, and we have military bases, and military training places... that cover almost 40% of the country, and in other countries you can even fly near. So, they only ask just to know who is there... Also, is better you for you to send the form on the right, it is also easy to fill (you have intructions also) and you can fly both in military and non military areas)... and you can aplly for 60 days.. Finaly, you you have any question, we have a Facebook forum, "DJI Portugal" just step in and we answer ... in english :)

Hey Skyphoto! Acho que vai ser mais fácil se falarmos em português. Acabei de solicitar para entrar no grupo DJI Portugal, mas tenho uma dúvida desde já... Eu cheguei a ler algo sobre registro ANAC, e estou vendo que vocês não citaram este registro hora nenhuma. Afinal, ele é obrigatório? Como brasileiro que vai a turismo, preciso deste registro também? Obrigado!

The procedure has changed. I flew in November 2019 and there is a new online form on the eAAN website, which includes coastal permission. It needs to be done weeks ahead, so it's still a huge hassle. Portugal: the only "civilized" country in the world where spontaneous flight is not possible, even in non-controlled airspace... I'm not surprised so few tourists and locals bother to follow this procedure...

Occi Drone Hey, so it is not necessarily needed to ask for permission in all the different offices (land, sea/beach, national park) anymore and the permission you get on the eAAN website is valid in all those free categories? I will visit Madeira in April, and all the information I found in my mother language (German) are not clear about that.

Yeah, I registered one week ago at e-AAN website and they still haven't activated my account. And then I'm supposed to ask for permission each time I want to fly. Quite ridiculous and pointless indeed

Brian, Just make sure to follow all of the laws that I outlined in this video. If needed, get permission from the AAN. And also get permission from the Port Authority if flying by the ocean. Make sure to download the Voa Na Boa app to help you navigate where is allowed to fly.

Brian Spijkers In all of my emails, I wrote in English. Sometimes they would respond in Portuguese, in which I case I just used google translate.

The money you payed the port Captain was a license to fly over the ocean, everything is very complicated here... To tell you the truth I fly every day, everywhere I go and I dont have any of my drones licensed... I just try not to fly over people or populated areas, but I'm more into freestyle mini quads so I like flying abandoned buildings and big fields...

Nice! I've been interested in getting acquainted with those little mini quads. Yes I was told that the permission needed to come from the port Captain for any flights over water OR beaches, since technically, beaches are the high water marks for where the ocean technically may come to. As for actually going through with getting the permission, I can't suggest that anyone skips getting authorization, but I know people do. I just don't want to be the one that says "you'll be fine! go ahead and fly without it" and then have that person get fined. Thanks for your input! And I like your videos. Those little drones look fun!

I have been online at the page www.aan.pt/unidade-AAN and it seems the system has changed and unless I amstaken, we need to go to www.aan.pt/subPagina-AAN-001.005.005-unmanned-aircraft-drones and then we have to register but boy do they want lots of info including your Tax information number !! Have I missed something here as in your very good video, it seemed so easy. We just want to film on the Douro while on holiday. We cannot find your link on the page to aerial images - HELP please Thanks Alan

in most civilized countries you can fly without a specific permission as long as it's not an NFZ... Except Portugal.

Adding to all that, ther's new legislation comming this 2018 (already approved by the government); you'll have to pay register your drone and have 150€ insurance on it, plus, you need to ask "partimonio nacional" permition to film any monumentes, and "protecão de de dados" if you get people on your videos. so... i sold my drone...

oh... look honney! Portugal is beatiful! there's pretty statue. Let me fill out 5 or 6 different forms, pay whatever these different institutions want and camp here for 2 or 3 weeks for all the authorization letters to arrive! oh... that's not possible, I'll be in Portugal for a week, but Let me just get some ANUAL liability 150€ insurance, pay for drone registration and stick a stupid licence plate on my drone! .....pft.... isen't this is fucking rediculous? We are ruled by idiots. Sorry for the rant.

forgot the protected zones... you need 2 separate autorizations for that from ICNF and I.P., for example... all the coast, from Sagres to Lisbon (hallf the countrie), is a protected zone. please see here, or inside VOA NA BOA: Pretendo voar numa área protegida/parque natural, quais as regras que devo cumprir? De acordo com os Planos de Ordenamento das áreas protegidas de Portugal continental ( ver Mapa AP.KMZ ), o sobrevoo de aeronaves nestes locais está condicionado ou interdito abaixo de 1000 ou 2000 pés pelo que o sobrevoo de Drones tem de ser obrigatoriamente precedido de parecer prévio do ICNF, I.P.
