Step flashings are necessary when a roof runs into a wall or meets a chimney. Unlike apron flashings, the lead roll is formed in a step-like pattern and penetrates into the courses between the bricks. This does not only allow you to leave the bricks themselves untouched, but also provides a beautiful aesthetic.
To create a step flashing you will require the appropriate code lead, all of which can be found at bit.ly/2SvVsBf. You'll also require both a quick flash tool and lead dresser, which are available at bit.ly/2EicHlh. You say that but to finish a rub I needed 1600 so had to do it really for cover flashing

Is there a greater chance of water ingress using this step flashing technique over a lapped square step? I have just had this done and am getting water ingress.

Get some lead sealant in all the gaps before pointing, should be fine.
