Yes, there's a lot of active players. Lower-level areas are normally deserted since people just power level through, but you should still see people running around and selling something. You can watch this guy's vid about the server kzbin.info/www/bejne/onOnpZiXYqudmMU at around 11:05 you should see how many players vending on normal days.

Do you have a recommendation on where to distribute stats and skills?

Skill allocation at level 120 is on 01:02 and for the stats you can go Str = level, Cha and Sen = 100 and the rest of points to int.
