Is the cylinder upgrade useful as mentioned by Hitchcock motorcycle

You don't need to if you do the barrel upgrade just for extra torque. However, if you want the most out of the conversion, then yes I would recommend doing the high flow head.

What is the top speed?

I have a higher geared front tooth (17 tooth), The roads where I live aren't suitable for high speed riding, so I don't know. I wouldn't think it would be much higher than a stock bike.
