You can’t attack if you are going first, but if it’s your first turn going second you can

This deck is amazing, but why don't you play Natu/Xatu. I feel like it adds so much more consistency for being able to draw for attaching a Psychic Energy to something like a Dreepy. Maybe cut the Lumineon and the Collapsed Stadium? I also think you should ditch the Neo Upper for a Scoop Up Cyclone. But over all good deck :)

I think the natu/Xatu is a lot slower, I build it when dragapult first came out. I like the pidgeot version more feels more consistent

Why not have Mimikyu to block EX/Vs from attacking? It stalls most decks like Lugia, Raging Bolt and Charizard.
