I somehow bugged the quest by spam clicking the ignite barrels which prevented the Bill dialogue while in the suit. If you get all 5 letters and in the quest log, no other steps show, just destroy the log book. Get back in a suit, collect a couple boards again until it tells you to talk to Bill. Reported this bug.

they always have to add those shit minigames at the end of the quest just to drag the shit out a bit longer!
