It isn't apparent from this clip that the amendment was trying to ensure the accurate and enduring recording of a person's sex before any "gender" reassignment, legal or surgical. And it doesn't tell us that the amendment was approved, despite Vallance and government opposing it. A bit of context would have been helpful.

Even if the law makers recognise sex as immutable, cross-dressers / body modifiers have established rights to be seen as a separate group and not to be pathologised.
