Something I will say is that in a lot of the video games, yes, Luigi is better than Mario due to actually having personality and Character traits displayed. But when you take in other official media where Mario actually has his personality displayed like in the Movie and the Nintendo Power Comics, they're an inseparable duo with a perfect dynamic that stand on equal ground. They're two sides of the same gold coin.

Otherwise, the false narrative that he's boring and milk toast wouldn't exist. Believe me, I'm tired of all the jokes that "I have the personality of white bread" since he is my FAVORITE character in the franchise. That's why I said most, games, and not all of them. It does pop up every now and then. The only reason that I think the narrative exists in the first place is because 99/100 times Mario is a "silent" protagonist, Never speaking in full dialogue but instead just sticking to the catchphrases and grunts like "It's-a-me! The British Fleetway comic and its fan continuation do similar things, though perhaps not to quite an epic degree. Tails gradually transitions into his own character, having side adventures Sonic isn't aware of, including managing to save other zones from villains (sometimes down to pure accident, but...), and even his own alternate dimension home after he lies in messages he sends to them claiming that he's the hero and Sonic is his sidekick (Knuckles eventually ends up inadvertently joining him and happily pretends to be "Sonic" purely out of the enjoyment of being somewhere that _doesn't_ worship the blue hedgehog for a change). The fan continuation has a media defamation arc against Sonic, ruining his reputation among citizens, so Tails basically steps up as the new "main" face of the heroes.

I'm pretty sure people are now feeling sorry for sidekick characters like Luigi and Tails because they didn't notice how they were treated in the early days. Growing up, nobody cared for the sidekicks and some of them didn't start off so good. I saw Mario and Luigi as good brothers that helped each other out and Luigi was cool to me.
