Tolls is of big controversy in Norway. It's decided by the municipality, where they should be, and what the pricing should be. A lot of people live outside of the cities, and has to commute. So they will pass these, two times a day. In some cases even more. Let's say there's a family of three. The husband works in construction, and has to leave too early for him to bring his kid to kindergarten/school. So his wife has to bring their kid to town. Meaning they pay four times a day, five times a week, not including weekends. That becomes a lot of money in a year, and this is the situation for many. If I'm not wrong, some places, commuters do however get a discount. And this is to subsidize ongoing and finished roadwork. Saw some people ask about this in here.

I'm just waiting for a DLC designed specifically to exploit the absolute shit out of people. Simple example: a tollbooth that also isn't a through road, so you have to pay twice if you go through it. Another example: Drugged water that makes people happy even though they live in a toxic environment.
