There definitely is a cultural aspect to this. in japan for some reason they have the pervy character trope. Like sanji, Jiraiya, Master roshi, etc. I'm not a fan of the pervy crap. But we have to understand that it is portrayed as comedy. And for the writers of the mangas, it is a comedic element to these characters. So when I watch these shows, or read these mangas I know that the behavior isn't acceptable in real life, and they show that by having every non perv character call them out on it. The comedic part is the length that these pervs will go to get some ass. So from a western lens it can still be funny. You just have to put these tropes in perspective.

Jiraiya my fav character in Naruto, and while I do agree about what Rob said regarding his pervy nature, it doesn't take away the ideals and motifs that's imbedded in jiraiya's ninja way as well as many of the elements that cement Jiraiya as a great character for me. I'm really glad Wellz didn't back down during that argument and stood up for Jiraiya until the end. Earned my respect for him after this.

IMO this is a cultural difference kinda thing. In Japan it’s not exactly something that is acceptable to peep on girls but it’s not taken as harshly and seriously as compared to over here in the states. The thing about sanji is he was 19 pre time skip, and 21 post time skip. So while it is weird for him to be a pervert he’s usually going for girls his age. Also sanji never snuck passed out girls on his shoulder . Only weird thing on sanjis part from what I seen was his attraction to pudding while she was 16 but it was also a forced marriage and the age of consent laws are different in Japan.
